Is it the case that anyone who has a letter from the minsters’ office has immunity for any alleged offence?

No. The trial of the alleged Hyde Park bomber was stopped because he had been given incorrect and misleading information, which led him to believe he was safe to visit the UK. It was therefore an abuse of the process of the court to continue with the trial. Lady Justice Hallett conducted an inquiry, and concluded that in the ordinary way an On The Run letter would not grant immunity from prosecution.
